this article considers political culture as a political incarnation of culture by its overall concept and wondering about its status in managing the cultural diversity. the conclusion reached here is that political culture suffers from different treatment, which appears when we try to pattern it in conformity with making democracy a political system but not a principle to manage public matters. Despite the fact that international charters recognize different ways in applying the democratic 'system' following the civilian patterns, the effort of democratization includes imposing a precise and detailed – political pattern that exists in the external behaviour charters of the European Union and United States. This has led to the birth of many institutions that precede culture. These institutions were intended to create an international patterned political culture. The political patterning that resulted from misunderstanding of democracy led to the distortion in its concept and also a dismantling the cognitive capital. In addition to dismantling the indigenous institutions of the structural capital, this distortion led to a kind of eternal insufficiency and failure in activating the democratic principle in many countries.
